California Senator Barbara Boxer is a Senator. And if you don’t acknowledge it, she’ll demand you acknowledge it. Even if you’re a General in the United States Army.

Brigadier General Michael Walsh appeared before the Senate Committee on Environment and Public Works yesterday to discuss the restoration process of the New Orleans’ levee system due to the damage created by Hurricane Katrina.
There’s still a lot of work to be done. Billions of dollars have been spent and there are no permanent structures in some areas that would prevent such a disaster from occurring again.
Obviously Committee Chairwoman Barbara Boxer has a right to be concerned with this. After all, it’s her committee.
Did she voice her concern?
Absolutely. But what got her most rankled was when she wasn’t addressed properly. It seems that “ma’am” — a term deemed appropriate by a Military Protocol guide — isn’t good enough for the senator. She demands the title “Senator”. So much so that she interrupted his testimony to scold him for the apparent lack of respect.

When beginning to address one of her questions, Boxer Senator Boxer immediately cut him off to correct him.
“You know, do me a favor,” Boxer Senator Boxer demanded. “Could say ’senator’ instead of ‘ma’am?’”
“Yes, ma’am,” Walsh answered.
“It’s just a thing, I worked so hard to get that title, so I’d appreciate it, yes, thank you,” Boxer Senator Boxer continued.
“Yes, senator,” he said.

Of course, those on the right are going ballistic on this one.
“Respect is something that must be earned, and Boxer has done nothing to earn her title except dupe a few weak minded Californians to vote for her,” writes Bryan McAffee over at RightPundits. “It is also somewhat ironic that she is chastising a man who has worked very hard to get his title and she doesn’t seem to show any respect for him by calling him General. Of course her contempt for the military is well known, so I’m not surprised.”

To use the analogy of Basic Training, Walsh needs to be reminded of how to address people right till he gets it right. As any vet from the military would tell you who had a female Drill Sargent.

From my experience in the US Army when speaking directly with superior ’sir’ or ‘ma’am’ are used.In this way the subordinate is verbally recognizing their superior. When refering to a particular individual rank is ALWAYS used ie; Captain Walsh, Sergeant Clark, General Ramirez, Senator Boxer.

To put the Senator’s experience with the General in perspective, in litigation practice, it’s common for male judges (and males are still in the majority in these high places) to ask pro se (self-represented) litigants who do not know the correct protocol for the particular turf — in thise case the courtroom — to use the title, “Your Honor,” or ” Judge So and So.”
In generally where I’ve practiced it is not considered acceptable to “Sir” or “Ma’am” a judge. And judges do not hesitate to let it be known. Nobody criticizes “His Honor” for doing so.
The U.S. military is so place-person-and-circumstance bound to protocol — depending on whose turf is being trod, with heightened awareness of hierarchy and differing rules of protocol for different circumstances — it is inconceivable that the General would not have known to apply the protocol of correct Senatorial address when on her and not his turf.
If it were not for the double-plus-whammy — (1) (a) socially prominent women subjected to sex-role differential, then (b) judged harshly for it by mass media and (c) hence made less politically effective for implementing social change, and (2) cultural erasure of who’s doing what to whom when it comes to oppression — then women might have already found a way to end the longest war.

Somehow, this doesn’t at all seem relevant considering that in this case, the Senator and the General were discussing river levies, not a government takeover nor a bid for power. Furthermore, regardless of whether she was in the right or in the wrong (though it seems pretty clear to me), the way she handled the situation through public humiliation of the general plus her own self-aggrandizement was completely out of line and utterly lacking in tact, humility, or respect. I am ashamed that she represents my state.

It’s a cultural difference, not a “high horse”. Where I was raised, “ma’am” is a sign of respect. My interpretation of the California response is, “Hey, why are you patronizing me by calling me ma’am? Cut it out.”
Neither norm is “correct”. They’re just different. A little understanding goes a long ways (on both sides of the question) in our huge country of hundreds of millions. Each region is a little different in character, mores, norms and flavor.

As a formerly commissioned USAF officer (I resigned my commission to permit myself to publicly oppose the foreign policies of a previous president), I side with Senator Boxer in this situation. One of the preceding comments might have already covered this (I didn’t take the time to read all of them) but there is significant relevant precedence in the military regarding the use of such titles. While almost all officers are addressed as Sir or Ma’am when spoken to, all flag grade officers (all generals & admirals) are addressed by the generic for their rank & in certain circumstances, in the third person. This means “yes, Sir” & “would you like” translate to “yes, General” & “would the General like” when addressing these, the senior ranking members of our military. Regardless if a flag grade officer is an individual worthy of such respect, their office as such is always considered worthy. In the same vein, a US Senator should be addressed as “Senator” out of respect for the office. Brigadier General Walsh should have known better because he most certainly would have been briefed on protocol before ever stepping into a Senate hearing room. Military officers don’t just show up unprepared for such events as if it were a man-on-the-street interview. I did notice a preceding comment by Kendle which indicated that (I assume) he was a 9-year Army veteran & that he planned to register his disrespect for Senator Boxer by calling her office. I doubt that he was a commissioned officer or he would have known of this protocol. By the way, just to dispel what I’d be willing to wager is a belief by you the reader of this comment that our 43rd president was the one with whom I disagreed strongly enough to drive me to resign my commission, he was not. I have watched ESPN on many occassions seeing generals respond to senators and congressmen as Sir and Ma’am. On these prior occassions I don’t recall elected officials asking the generals to refer to them by their elected office. Indeed, in comparison to non military people providing testimony, I have been struck by the highly respectful tone afforded civilian leaders by members of the military.

Just a note from a Californian. I am so thankful for Senator Boxer representing our state. I know it really gets the right wingnuts’ knickers in a twist but too bad. Yes, she is a senator and deserves to be addressed as such. Also, after all the blathering in these responses, I listened to the clip again. I did not hear anything remotely like the descriptions I’ve just read. I guess it’s the same old, same old. Give a right winger a talking point and they latch onto it like a dog on a bone. Grow up!

Where do you get the right to humiliate a “general” of the Army, and do it in front of his fellow Americans and veterans? He has you out ranked in years of service to his country, education and intelligence. Not to mention his manors. Nobody says ma’am anymore except in the south and in the military and it comes off rude. Do you like being called ma’am? Senator Boxer is not in the military and correct etiquette dictates she be addressed as Senator Boxer. How hard is that?

“What we have here is a failure to communicate.” Actually, what we have here is the result of having professional politicians running Congress. A pox (or is that Poxer … “Senator” Poxer to you, General) on both houses of Congress. We, the American people are not being served by our elected officials; they are too busy lining their own pockets (Did you ever wonder why every Senator who has served more than two terms is a multi-millionaire? Hmm?). What we need to do is impose term limits on Congress of no more than two terms. If two terms is good enough for President of the United States, it is good enough for Congress. Then, we need to Constitutionally limit legislative sessions to NO MORE THAN FOUR MONTHS per year. This will ensure that each and every Congressman and Senator must have a real job. If we can do this, we can regain control of our country. Otherwise, we’re headed to the same place as the former Soviet Union … extinction.

Military personnel are required to use Sir and Maam until a point where the person they are addressing requests another title that is deemed appropriate. Clinton at least had the class not to undermine her title by demanding being called by it. To do so to someone ranked like the Brigadeir was arrogant and uncalled for. Especially when she could have went to him later as person to person and politely spoken with him. My nest address to this witch would be something that rhymes with witch. Our military has been thru it the last several years. I am shocked men and women still care to serve and examples of why they would choose not to is exactly what Boxer is- a perfect example of disrespectful folks who find our military less than worthy of our support and appreciation.

I think all of congress needs to get off their high horse. If they only knew what the public thinks of them. Senator is a dirty word. They all need to be stripped and called “spolied”.
